JOB
Under the direction of the Senate Business Office Director and supervised by the Finance Director, the Budget Accountant monitors spending for member offices, compiles and presents budget spending reports, and ensures spending does not exceed budget allotments.
The Budget Accountant prepares, analyzes, and maintains certain financial records for the Senate.
This position also provides oversight for accounts payable including supervising the Accounts Payable Specialist.
ESSENTIAL JOB FUNCTIONSPerforms financial record keeping, including recurring journal entries, transactions, and inter-agency billings and paymentsCompiles budget to actual spending proforma reports for member offices and assists with questions related to budget planning and budget policies; ensures that proper direction is given to partisan and non-partisan offices on budget procedures; develops relationships with budget users and maintains a high level of customer serviceAudits and ensures the accuracy of public and internal Senate Budget ReportsPlans and organizes the timely distribution of all budget materials including the annual budget announcement to member offices, the fiscal year end deadlines communication, and the election year deadlines communicationProvides financial approval for Personnel Action Forms and certain office expenditures to ensure spending does not exceed budget allotmentsServes as Security Administrator for budget report accessOverseas accounts payable including supervision of the part-time Accounts Payable Specialist; ensures compliance with existing payment processing procedures and policiesMonitors for failed EFT payments and check returns, reissues payments accordinglyCoordinates with the Senior Accountant to process travel reimbursements and ensures compliance with Senate travel policies and proceduresAssists with year-end accrual and encumbrance accounting and the annual financial audit, including preparing accounting schedules and providing documentation as requested by the auditorsSECONDARY DUTIES AND RESPONSIBILITIES Provides backup support to the Accounts Payable Specialist for payment processingProvides backup support for unemployment record keeping and payment processingProvides backup support to the Senior Accountant as requestedPerforms all other duties and special projects as assigned by the Finance Director

EDUCATION/EXPERIENCE Bachelor’s degree in accounting, finance, or related fieldTwo years of experience in accounting, financial analysis, or budgetingMust be proficient in accounting and financial software systemsOther combinations of education and experience evaluated on an individual basis
