PURPOSE: This position serves as a financial analyst for the Michigan Department of Health and Human Services’ Bureau of Infectious Disease Prevention (BIDP).
This position will be responsible for monitoring spending on grants and contracts, compiling and analyzing financial information, and reporting to internal program leadership and federal partners.
This position reports to the Financial Management Unit Manager within BIDP’s Operations Section.
DUTIES AND RESPONSIBILITIES:
Provide financial oversight for approximately $331 million dollars in funding received from the Centers for Disease Control and Prevention (CDC) for the Epidemiology and Laboratory Capacity Cooperative Agreement and supplemental awards.
Perform financial desk reviews of funded entities, develop, and implement fiscal monitoring reports and Corrective Action Plans, and provide technical assistance and other appropriate follow up.
Monitor spending trends in contractual agreements.
Review and approve Financial Status Reports (FSRs) and invoices.
Develop budgets and budget projections.
Analyze the financial impact of departmental programs and routinely summarize the fiscal outlook for program staff and external partners.
Prepare reports and documents for federal site visits and state and federal audits.
Always represent the best interests of MDHHS and MPHI.

QUALIFICATIONS/REQUIREMENTS:
Education: Bachelor’s degree in accounting/finance preferred or equivalent combination of education and work experience.
Experience: Two to three years of professional experience providing a systematic review, analysis, interpretation, and/or evaluation of budgets or other financial data.
Experience with State of Michigan systems and policies/procedures desired.
IMPORTANT SKILLS AND CHARACTERISTICS:
Extensive experience in Microsoft Excel.
Ability to work collaboratively with managers, administrators, program and support staff, external partners, and the public in a state government environment.
Proven ability to communicate well verbally and in writing to with many teams to effectively compile, monitor and report financial information.
Excellent time management skills and ability to multi-task and prioritize work.
Ability to work in a fast-paced work environment and complete projects within short timelines.
Knowledge of the principles and practices of financial analysis, budgeting, and financial management.
Experience using EGrAMS and SIGMA is preferred.
WORK ENVIRONMENT AND PHYSICAL REQUIREMENTS: This position is remote/virtual.
Subject to State of Michigan requirements, position may become in-person or hybrid.
Viewing a computer screen more than 75% of the time.
Occasional physical effort, including lifting materials and equipment up to 50 pounds.
Valid vehicle operator’s license to attend off-site meetings, conferences, and trainings.
RESPONSIBILITY FOR THE WORK OF OTHERS: No assigned responsibility.
IMPACT ON PROJECTS, SERVICES AND OPERATIONS: This position is responsible for monitoring key financial information and communicating this information to MDHHS staff and external partners.
These responsibilities are necessary for efficient fiscal operations across the Bureau.
