*Position Summary:*
Under the supervision of the Treasurer and Chief Deputy Treasurer, collects money for delinquent property taxes, computes and prepares delinquent tax statements, provides information regarding tax matters to the public, issues dog licenses, collects fees and prepares dog license renewal applications, certifies tax deeds, conducts tax searches and performs a variety of other activities related to processing and maintaining tax records.

1.
Provides information by telephone and in person to taxpayers, banks, real estate personnel, title companies, attorneys and other interested parties concerning the tax status of properties within the county.
Explains and clarifies the tax collection process to the public, county officials and others as needed.
2.
Assists customers by researching the tax status of property, providing the name on the tax roll, taxes paid or due, and amount required for payoff.
Examines and verifies property descriptions and previous assessed value, special assessments and millage rates.
Sends notices and updates returns.
3.
Processes the receipt of current tax collections by receipting in the county’s financial software program.
Prepares necessary journal entry memo requests for bi-monthly distribution to the county and to the state as mandated.
Posts disbursements for Accounting.
4.
Collects money for delinquent taxes and posts to appropriate accounts.
Maintains tax roll ledgers and tax receipts.
5.
Performs the month-end reconciliation of the delinquent taxes against the general ledger.
6.
Prepares Tax Certification on Warranty Deeds and other legal documents that warrant or convey an interest in property.
7.
Processes and maintains drain assessments by verifying the assessments to the summary spreadsheet.
Prepares letters for drain at large billings and forms to other units of government for current tax collections.
8.
Monitors active bankruptcy cases in the county that involve a property tax liability in order to protect the county against potential tax loss.
Files claims for delinquent property taxes as necessary.
9.
Balances deposits of funds received from various county departments to transmittal advices.
10.
Processes all county cash receipts and department transmittal advices in the financial software program.
Prepares daily cash out reports and receipt of daily tax and dog license revenue.
11.
Balances the cash drawer, separating receipts into funds for banking purposes.
12.
Issues and renews dog licenses by entering all necessary information into the licensing software.
Verifies the accuracy of all dog information, including the expiration date of the rabies vaccination.
Prints and mails renewal notices to dog owners.
Prepares Dog Statistics reports for Animal Control.
Prepares Delinquent License reports in order for Animal Control Officers to pursue.
Performs daily file maintenance to the dog program.
Edits data in the dog licensing software.
13.
Notifies local assessors of address correction documentation as received by the USPS.
14.
Certifies plats by examining, reading and drawing legal descriptions to identify parent parcel for the Certification of Property Tax for the Treasurer’s signature before recording with the Register of Deeds office.
15.
Supports the processing of properties that are in forfeiture due to delinquent taxes.
Mails statements and prepares the Proof of Mailing reports as required by law.
Prepares Certificates of Forfeiture and Redemption to be recorded by the Register of Deeds as necessary.
Answers questions from the public regarding the Forfeiture/Foreclosure/DNR sale process.
16.
Balances outstanding Personal Property taxes with local units.
Compiles uncollectable Personal Property Tax information and prepares necessary documentation to assist local units in acquiring a Circuit Order striking Personal Property taxes from the tax roll.
17.
Compiles various bank performance rating information.
Completes Bank Analysis process on a quarterly basis 18.
Retrieves records from storage vault, locates tax rolls and other documents from storage and moves to work area.
19.
Performs other duties as directed.

· Skill in the use of office equipment and technology, including Microsoft Suite applications, financial database use and the ability to learn new software programs applicable to the position.
